This government agency implements the public politcs related to the adults and juvenile correctional and rehabilitation system. They operate, plan, and develop services needed to all of their agencies (adult & juvenile). They also integrate that with administrative investigations of the correctional system. They investigate rules violations, violations to civil rights, escapes, organized events, and criminal scenes where part of the correctional poblation is involved.

I am very sorry to say that the rehabilitation part it is not effective. The same people keep getting in and out of jail. Sometimes they are not punished as deserved because the correctional system is over crowded. There is a lot of corruption form the correctional guards, some of them infiltrate things illegally to the inmates and abuse physically of them. I know it happens everywhere.... but just wanted to let you know. There are 2 big gangs in the correctional poblation through out PR, the ~netas and the 23's.

I hope you can read Spanish.. this is a great article about correctional institutions and how uneffective they are. It is very interesting.
