not much detail to work with but it sounds like you are talking about the cheap no adhesive needed vinyl tile.

You can just cut that with a regular box cutter knife and straight edge ruler. You just have to make sure the area where you are putting the tile is free of dirt, oils and anything else that would prevent the tile from sticking.

Nothing against those tiles in general just they dont hold up and if you are going to be using that space for a year or two its worth it to invest in better quality tile.

you need a backer to protect your surface underneath, then use a utility(straight edged) knife. It helps to have a straight edge to give you a straight line cut. Keep your knife sharp, change it as it gets dull, you'll know when.
