where do you stand if you accidently leave your debit card in the cashpoint while you were checking your balance and forget to retrieve your card. And someone comes along and withdraws £200 out,

You didn't take reasonable care of your card and should be liable for any charges or withdrawls.

The Banking Code says that if the consumer acts ‘without reasonable care’ and this causes losses, the consumer may be responsible for those losses.

You stand to lose the money. Some ATMs are changing to limit to one transaction before requiring you to enter pass code again. It is inconvenient but it eliminates such loss.

I don't think you're liable for the funds. The machines have camera's, so they should know it wasn't you. You may have to pay a penalty, but not be liable for the sum.
