Because when you're driving, what lane is it that has all the turn-offs and -ons? It's the right side. People can't exactly do a 90degree turn while going 40 miles and hour, so when the hafta get off the road they gotta slow down so they won't completely flip when turnin. Likewise, when people turn on your road, if they were doin it at full speed, the same outcome may come to them too.
Also, when you're in the left lane, you're not tryin to turn off the road (unless at a stop light, but then all the lanes are stopped anyway) so obviously you tend to pick up the speed a bit if you're just coasting straight for a while. You have no intentions of moving for quite some time, so you want the straightest shot with no interruptions. Interruptions such as turns on to other roads or any possible groups or attractions on the side of the road.

Or If you are where I'm from the right and left lanes are slow lanes, going 5 over here must be evil.

We expect slower cars in the right lane because that is the lane used for turning on and off side streets (since you can't do this at regular cruising speeds.. The centre lanes also have better visibility around bends, so driving at a higher speed in these lanes is safer.

The right lane on most highways is where the exit ramp is so therefore would u feel safe exiting when u have someone behind you driving like a maniac?

It's usually the side of the highway on which exits are situated.
