If a guy is hot, you probably don't have to worry too much about letting him in on it. He likely already knows. Hopefully the knowledge won't go to his head and swell it like a melon.
Honesty is always the best policy. Short of offering to bear his children, it wouldn't hurt to give him a sampling of how you feel about him. Let him know you're interested and maybe ask him out to lunch or for a drink (depending on your age) or coffee--whatever. Tell him you think he's interesting and that you would like to get to know him better.
Keep it sweet. Keep it simple and keep it honest. Just be yourself and you'll do fine.

Awwww, this sounds soooooooo familiar. Hm, I will tell you something here and this is just what I would do based on what just happened to me. Tell him nothing!!! Yeah, that's right, I said it, TELL HIM NOTHING!!!! The lesson I learn is NOT TO DISCLOSE TOO MUCH TOO SOON. Keep the fantasizing and all the amazing things that you want to happen between the two of you to yourself right now. You will know when the time is right to make a move based on how he interacts with you. LET HIM TAKE THE LEAD ON THESE THINGS!!! Most guys may disagree with me on this but I tell you as far as I can see once they know too much about how a woman feels they start to see 'commitment' which in reality may not be where the relationship may even be. Soak up his affection and anything that's happening or not happening between the two of you. Let him wonder and be amazed everytime he sees you. Trust me on this one. It's working for me. I tell you, I've watched this guy I know and like turn and stare and have questions in his eyes when another guy comes close to me or even from a distance ask me a question. So sit tight and relax. I've found that the straightforward approach works well. It can be awkward if you don't know how to handle it.
But then again, I've always been a blunt person.
I remember walking up to a guy in school and saying, "You're hot, by the way. That's all I wanted to say. See ya!" And I walked away. I never dated him, but he and I become friends.

I don't think anyone wants to hear, hey you're hot... I think most of us just appreciate being appreciated. Kissing him would be kind of weird if he isn't interested in you. That's putting the cart before the horse. Set something up and ask him to go with you (movies, concert, etc.). Or tell him you would like to go "hang out" sometime... are you game?
I like the direct approach.
