If you want elaborate, rich looking-no balloons.
Check to see if the place has a policy against open flames. If not, still keep safety in mind. I would only have the candles on one table that has an attendant at or nearby.(Fire extinguisher kept under that table also!)
If it's in Spring or Summer, rich silky looking red fabrics draped from the center of the ceiling outward or only along one wall. Or sheer red material. If Fall or Winter, red velvet!
Chairs can be covered in white covers with red ribbons.(Don't go overboard on the red).
White tablecloths, red napkins red and white centerpieces. Low enough for people to see each other over. Red roses and lots of babies breath are simple yet elegant, if Spring or Summer. If Fall or Winter, Red Pointsettias with beautiful ribbons or use real or fake candy canes as the main focus of a centerpiece with lots of red and white peppermint candies around them or red/white christmas ornaments.

start with the tables: white table clothe, red napkins, siler utensils and nice glasswear. short intimate centerpieces of deep red roses and white calla lilies, with tealight candles surrounding the square vase.
lighting: hire someone for lighting to get an amber glow throughout the room (will make it feel like candle light but will give guests the ability to see!) then get a bunch of candles or all sizes (short, tall, fat, skinny, small, big, gigantic) and have a table(s) along a wall and have a wall full or candles on the front part of the candle table you can have a red and white candy bar or nothing at all.
hanging fabrics along some of the other walls will look fabulous you could do a sheer white and a rich red and drape them over the doorways and windows

It would be really cool if you could use velvet red drapes to decorate and white satin mixed in. Like curtains, only with no windows. It would look elaborate and elegant. You could use red corded ties to "sash" them together. I would add some gold into the decorations to accent the look. Like gold 3 candle candlabras on the tables. Maybe even some gold vases with red and white roses in them.

large glass bowl center peices with red and white floating candles would be a safe alternative to random candles all over the place. My wedding was red and gold, and we had a balloon artist come in and do a huge arch in our colors a as well as 4 ballons tied to the center peices. On the chairs, you could go with very classy white linen covers with a red sash that has a bow on the back

First use red and white roses. Another gread idea, for your aisle runner, put red rose petals along the length of the runner. It looks beautiful, that's what I'm doing.

No fabulous ideas springing to mind, but NIX THE CANDLES. Sounds incredibly dangerous--romantic as heck, but I'm cringing just thinking about all the possibilities. Probably a fire ordinance against it, anyway. Check into it.
