I'm sick and tired of all these stupid "I'll help you babe" answers!
If you have tried it all, I will avoid the obvious advice.
The best thing I can think of is... does it feel like you need to pee at anytime while you are masturbating or having sex? If so, read the following:
It is a normal feeling for many women (the pee feeling). The lucky women known when and orgasm is coming, but the unlucky women confuse it with the 'pee feeling' and out of fear of wetting themselves they stop, thus keeping themselves from having an orgasm.

Oh boy....do you know that many woman can't have orgasms through penetration alone? I hope you've tried rubbing your clit..because that's most likely the way. You can try a vibrating bullet on it or buy this cream that makes the blood rush to your clit and help you orgasm. You need to figure out how to orgasm before anybody else tries, because you know your body best. Then when you figure it out, make sure you tell the person your with exactly what you like and to take their time and have patience.

First thing first relax if you have tried everything for toys to boys then you need to look into yourself and find the fantasy or the feeling inside that make you feel horny from there you embrace it . if you still having a problem find a good romance naval and read it and when the down an dirty parts come place your self there and move your body fav parts and then you will reach the O you are looking for. then if that dose not work find a man that know what his doing and ask him to work you until you get it. Ask your doctor about the new meds out there. I left a message like this for another couple earlier. There is a new drug out there that is similar to Viagra, but it's for women. My guess though, is that you are thinking about it too much. Try having some wine and relaxing. Watch something that gets you hot and then give it a try. Most of the time it is just nervousness and a lack of knowledge or experience. I knew a woman who didn't have her first until she was nearly 40. Turns out she was just too inhibited. bottomline, achieving orgasm is not about age nor gender. what you need is to have a partner who knows you & is willing to work on this with you. trust can be the issue here...

Depending on your answer I think you might need professional help.
I honestly do not know how to answer because it is all about feeling.

You need to consult an OB/GYN and have them look at your "parts". You may have a sensativity problem down there, plus you might be trying too hard and tensing up.
