If you don't want to approach him then you should somehow initiate conversation with a friend around or near him so that he can hear you say something like "I like it when a guy that likes me approaches me, I don't make the first move"

Personally, I have never actively chased a guy, I like it when them come to me. Even my son, who is 14 doesn't like it when girls ask him out...but I have also taught him to be more aggressive because it shows that boys are confident and that is even more attractive to a girl. If I like a guy, I always make a point to say something to this effect in front of him so that he knows if he is waiting for me to make the first move it will never happen.

So many young girls today make the first move and he might be trying to give you a signal with his eye contact and if you don't act on it then things may never happen, so he needs to know that you need him to make the first move.

look at him too.. but dont be too clingy because you will run him away.. i promise you that.. maybe just go up to him and say" here's my number... call me sometime" and then walk off.... but if he calls you 2 times a day .. you cant call him more than that.. ... even if he says for you to call him, just get busy or forget.. he'll want to talk to you even more the next day!
