Why does the person with poor sight need to type in caps anyway? THEY know what they are typing.. it's not them that has to read it!
If you have such poor vision that you can't read your own text, how can you manage to read what anyone else is saying?
So quit bellyaching and stop typing in caps already! You're quite aware of what the internet community feels about people who do it!

People dislike caps for two reasons; it's considered shouting, and while caps are larger, they're also more alike, so many people actually find them harder to read in spite of their size. Lower case letters have more distinct shapes.
I know a few guys on mailing lists I'm on who used to use caps but I think now they have their computer show everything in a larger font... at least they used to submit their mails in caps but they haven't for some time. I just looked and I can increase the size of everything on the page using control+, decrease it again using control-... (I use Firefox) How about trying that? It's much easier to read than all-caps, for the reason I named up above.

I don't understand your second question, but in response to the first part, I'd say: "excuse the capitalization, but I have vision problems, I'm not shouting."
