Leviticus 24:17-21
"If anyone takes the life of a human being, he must be put to death. (18) Anyone who takes the life of someone's animal must make restitution --- the life for a life. (19) If anyone injures his neighbor, whatever he has done must be done to him: (20) fracture for fracture, eye for eye, tooth for tooth. As he has injured the other, so he is to be injured. (21) Whoever kills an animal must make restitution, but whoever kills a man must be put to death. (22) You are to have the same law for alien and the native-born. I am the LORD your God."
Deuteronomy 19:21 is where it is written. Moses' words to the people of Israel.
Beginning with verse 19; "You must purge the evil from among you. (20) The rest of the people will hear of this and be afraid, and never again will such an evil thing be done among you. (21) Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot."
Will everyone be blind? Only if they break the laws of Moses and are living within the community that Moses is speaking to at that time.

It is actually FIRST in the Law Code of Hammurabi from Sumaria 3700 years ago:
"That the strong might not injure the weak
In order to protect the widows and orphans
I have in Babylon...
Set up these my precious words
Written upon my memorial stone...
Thus ends the famous Codex Hammurabi, written by a king 3700 years ago in the world's first great metropolis. Most people have heard about the Code of Hammurabi. It contains such laws as: "An eye for an eye; a tooth for a tooth."

Those folks who decry "an eye for an eye" obviously have no knowledge of the Talmud or Jewish law. Pity.

BTW people, "an eye for an eye" doesn't mean vengeance,
it means fair trial, justness.
E.g. not a leg for an eye, or a life for an eye.
Punishment has to be equal to the crime commited.
