I've never heard of a dog being harmed from honey. I would not give it to a puppy though for the same reasons you should not give it to a baby. Honey has antibiotic properties and was used by the egyptians as an antibiotic salve. Giving it to an animal or person that does not have a good immune response (like a baby) could cause harm. An adult however should be fine.

I can not find anything that says dogs can't eat honey, you can't give a child honey before age one, maybe that is what you were thinking of.
