$3000-$6000 will buy you anything from a 1999-2006.
That's with at least 600cc or more.
If you are seriously asking this question, you won't be able to handle something with 850cc. Start with a 600cc bike or you will wreck it!

for a street bike I would not pay anything, for a dirt bike $400
