You can't make someone meet you. The Internet is a sketchy place. You can be talking to anyone. Relize that she is just trying to protect herself. She may also be worried that you may not live up to expectations. To some women the fantasy is always better then the reality. There are also women who need an idea to be in her head for a while to get used to it and/or convince herself to do it.
My advise is to be patient and if she is showing signs of wanting to meet you give her an out. Suggest to meet in a public place so that she will be safe. If she still feels uncomforatable suggest that she bring a friend and you will bring a friend too. That way it's more of a group thing and she has the support of a friend. Her friend would also be her safety net and she would most likely be more relaxed with her friend there too.
