The laws regarding age of consent vary widely by state. The difference in age between the partners may be a factor, as well as the age of the younger partner. So, without knowing the specific age of the two parties involved, and what state they are in, its impossible to say.

However, the law almost always regards oral sex as sexual contact as applies to age of consent statues. While different people may have different opinions on whether or not oral sex is "really sex", it is a different matter when it comes to criminal statutes. However, once again it is totally dependent on what state you are talking about.

For instance, in Pennsylvania, there are different statues that apply to sex and oral sex:

Statutory sexual assault {§ 3122.1} (vaginal or anal intercourse)
Involuntary deviate sexual intercourse {§ 3123} (oral sex).

In Texas, it is clearly spelled out that oral sex is considered a violation in regards to age-of-consent:

§ 22.011 Sexual Assault: Any person who engages in sexual penetration or oral contact with sex organ with any person under 17 years old and where defendant is 3+ years older than victim. (Second Degree Felony)

Again, it may be perfectly legal for your friend and her partner to have sex, any kind, depending on where they live and their ages. However, without more specific information, it's impossible for anyone to tell you.

Below is a summary of statutory rape laws, by state, that is current as of 2003. I wouldn't depend on it 100%, because laws do change, but it should give you a better idea what is involved.

I dont understand what you propose by technique of legal bud, because there is not any bud that is legal interior of u . s ., federal regulation says its unlawful. What i concept you meant became bud that you observe in magazines like intense cases, that is hemp, no longer different flowers no longer grass, no longer lettuce. that's ineffective if you're attempting to get intense, yet could be used industrially for most stuff. And for the lady that went on about how its a conspiracy, that's, yet that wasnt the question.
