My who is under 18 and is dating someone over 18. To my knowledge, they are not having sex; but she believes that oral is not sex. I've heard severeal opinions abot oral sex, some people believe it's the same thing as having sex and some people believe it's not sex. Is what she may be doing legal?

Again, it may be perfectly legal for your friend and her partner to have sex, any kind, depending on where they live and their ages. However, without more specific information, it's impossible for anyone to tell you.
