Under a traditional general anesthetic with an endotracheal tube, no. The tube bypasses the vocal cords.
If you have a spinal, epidural, nerve block or sedation, then yes. Sometimes we need people to be able to communicate during surgery (such as during the placement of spinal cord stimulators)
Despite what you may have heard, it is rare for people to say things that are embarrassing or revealing while under sedation. It is far more likely that they will just ask the same question over and over again, because they forget the answer, or even that they already asked the question.

Depending on what kind,and how its administered .IV sedation, very unlikely,until the meds wear off. Local,yes,your not put to sleep. General anesthesia,given by mask to induce,then a placement of an "endotrachael tube" it would be impossible to talk,due to the tube,and the pharmacology of the drugs used etc. You are unconscious and kept that way until your surgery is over,and you gradually wake up. You are monitored constantly and are never alone,until all is back to normal. Take care. SW FNP

As long as your mouth isn't covered you can talk under anesthesia. I have heard that often times people do say things while under anesthesia...but it's usually crazy stuff that doesn't make any sense because you aren't really cognizant of what is going on around you.
