There is this guy I have been seeing. We have never been serious. We will get into small fights about nothing, he says hes done and then he comes back saying he is sorry. Most of these disagreements are just because we think differently about some things. He just won't let me go. Why? The other day he let it slip that he was not seeing anyone else anymore and that he only wanted me, but at the same time he won't committ.

Well the small fights need to stop even if they are normal just be patient and try to talk more rather then bicker about nothing.
Its obvious he likes you so if you want to make something of it.. chill with the fighting guys hate the nagging and fighting. You need to be the person that makes him smile and makes him feel good not runaway from you.

It's simple just get out the box and see whats happening...

How old are you guys? That might help

BUT sometimes guys (and girls too sometimes) dont want to do the whole exclusive talk.

With my BF we had a disagreement after a month..he wanted to be exclusive but said he wasnt ready for the BF/GF thing....we had a disagreement because i didnt see the difference.

The following weekend he intro'd me to everyone we met with a handsqueeze and calling me his GF...since then he's referred to me as his GF and its been 4 months now.

Are you having sex? If so this is why he hangs around. Making you think that you are the only one for him is only to his benefit. The more into the relationship you "think" he is there is a better chance of better sex. Get out of this so called relationship and don't fall for this kind of thing again. The way guys look at it is that if you are stupid enough to fall for his bullsh*t you deserve what you get.

Maybe HE is unsure of what he wants. He thinks he wants you until it's time to commit. . . .
