One of my drivers failed to stop at an accident he knocked off someones wing mirror on a very busy road in an HGV and didn't notice as you don't in a large vehicle.
2 weeks later we had a court summons the company was fined and the driver a total of £1000 plus the driver got six points on his licence very harsh.
This has happened to me twice this year in one instance someone drove down the side of my car parked outside my house and caused £4000 of damage the next time i left my car for 15 Min's and someone drove into the back of it causing £1000 worth damage.
As a human being and as a conscientious person I would always leave my details just imagine how you would feel if it was you !

It is NOT a traffic offence, such as "leaving the scene of the accident", "failing to report an accident" etc., as a carpark, while a public place at the time, is NOT part of the highway and that legislation doesn't apply.
It IS, however, criminal damage and will require an appearance before those ladies & gentlemen of the Bench. There's no easy-out fixed penalty.

I don't know where you're located, but I did just that. I backed into a car with my Ford Ranger pickup, and I knew I'd hit, but I was in such a rush to get out of there, because I was following someone somewhere, and they had already left, so I didn't stop. (I normally would have, by the way.) It was really bad judgement, because a week later a cop called me, and asked me if it was me, and I said yes, and he sent me a summons to appear in court about this, apparently the other car sustained $1000 damage. I went to court, and the judge asked if I was guilty, and I said yes, and I was ordered to pay a fine (I can't recall how much, but over $100 I think) and I paid. Of course it also went on my driving record which stinks.
So, if you get caught, that's what happens, just hope you don't get caught.

The same as for damaging a car and leaving the scene anywhere else. A car park has just the same traffic rules (in UK) as the open road.

Confession time!
I did that once when I was on holiday. I broke someone's tail light and a few people saw me do it, so I got out my car & wrote a note & left it under his windscreen wiper. The note said,
'Sorry I've just bumped your car. There are several people watching me write this note & they probably think I'm leaving my name & address. SUCKERS!!'
Well, I was leaving town anyway!!

if someone does report you, then you'll get points on your license and insurance companies wont touch you with a bargepole. Oh and a criminal record.
So all in all not a good thing to have happen.
What if it was your car that had been hit, you'd be furious with the idiot who done it, its not happened to me yet but has happened to a number of friends and family and i seethe each time i hear a story like this

It's a hit and run if you are caught (most of the time you are not) but if you are, I'm not sure if it's a felony or not but you will receive a fine and the person can press charges.
