Pomeranians are a breed that is VERY prone to having a collapsable trachea. Therefore, I would recommend a harness for walks. If you'd like to keep some form of collar on him (to hold I.D. tags, license, etc), I would choose a small, thin metal choke-type collar. These collars don't tend to mat the hair. Just make sure you don't actually use the choker because if too much pressure is used, the windpipe can be collapsed, causing severe medical trauma and even death.
Good luck!

Poms have very delicate tracheas. As puppies they should wear harnesses to avoid damaging their necks. When they are adults and if they have good tracheas they can wear collars. However, the collars should not be used as corrections and the dog should be taught not to pull prior to using to avoid damaging the trachea. If the pom has any trachea issues at all, you need to keep it in a harness. I have two poms and I use martingale collars. If you don't know what that is, it is like a cross between a flat collar and chain collar. I adjust it so it will not close tightly around the neck, yet I still have the chain to jiggle as a noise for correction. Normally I don't like harnesses for dogs, but in the case of the delicate necks I make an exception. ADD: Debunker: There are some poms that do tracking, and their are some poms that do miniature sled pulling (they WERE originally sled dogs)

Pomeranian Harness

I have a Pomeranian and I have a thin quick-release collar for her. It doesn't matt her fur but then I brush her everyday so I haven't noticed. She is 10 1/2 years old and I never had a problem with her collar. When I take her for walks, I use a harness. That helps control their little bodies and prevent pulling and matting of their fur. Hope this help. I got my collar at PetsMart, you might want to ask them what they think is best for your dog.

I have a Pom and I've never found a collar that she couldn't slip out of because of the streamlined shape of her face. I went to a choke chain and it has worked beautifully for 8 years. Her long coat completely covers any sign of a collar and it never mats.

A rope collar is best, usually made of nylon or leather. Does not snag their fur or cause mats. Try PetsMart or PetCo.
