You can make ceviche with a huge number of seafood options. You can use any fish you can catch or buy but you can also use shrimp, scallops, and other crustaceans.

Just make sure you cut the fish meat to bite size and let it marinate (cook) in the lime juice overnight.

You should be able to - it's pretty thin. I wouldn't try it with, say, a tuna steak, but tilapia isn't much thicker than shrimp.
