The personal allowances for the tax year commencing on 6 April were raised in the November Budget so that they could come into effect directly on 6 April.
The personal allowances for 07-08 were increased in this Budget. Go to www.hmrc.gov.uk, click on the Budget details bit and then you will find the press releases in one pdf file. they are all set out there.

With inflation at 4.6% why is the increase 3.7%?
(The increase is automatic unless HE says otherwise).
