There are 2 products available at salons that are excellent. The brands are Swartzcophf and Rusk. These work by reversing the oxidation process of dyes.
After the product is applied , it will remove all the dark dye. You will then have to have the stylist correct the blonde that will be underneath.
They're fairly gentle products. Ask your stylist to recommend a professional shampoo and conitioner for follow-up.
Don't try to remove the color any other way. You will end up with fried, orange hair. Don't even let a stylist remove it using bleach.
*Color will not lift color. If you use an all over lighter shade, you'll get "hot roots". That's when your natural hair at the roots works as it should and the black stays black.

Unfortunately there is no way to get black hair dye out without bleaching it, but if you do decide to do that make sure you have a salon do it. The hair dresser can leave it on for the correct amount of time without frying your hair. You can try olive oil also, just slather it on put a cap on your head then warm up a towel in your dryer or microwave and wrap your head up. Once cold re-warm and re-wrap. This may take a few times to do but it should help the black fade faster. What ever you do don't try to dye it blonde it will turn orange!!!

You are going to have to go to a salon to get it decolorized to your desired level and then toned.
This is NOT something you can do at home or something that you should attempt to do at home. Be prepared to shell about $100-$150 and spend a couple hours at the salon its going to take alot of work to lifet out permanent hair color and then get it light.
I haven't examined your hair but by the sounds of things for the sake of the health of your hair you are going to have to just grow it out. You are going from one extreme to another and your hair will probably suffer.
But you're just going to have to go in for a consultation at a salon and see what they tell you. Like I said it is a challenging process and you are going to have to go to a professional to see what your options are.
And NO you cannot just put hair color over it. It will either get darker, stay the same color, and depending on the base of the color change to some weird color think green or purple ( I am serious). ANY colorist or cosmetologist can tell you that color does NOT lift color so therefore you will have to get it professionally decolorized then toned.
ETA: yes you do have to bleach it. That is what they use in a salon to strip out color. Strip/decolorize/bleach all basically mean the same thing . But some stylist will say decolorize to help make the client feel at ease as opposed to saying bleach which has a negative connotation.

They do have stripping products, but they damage the heck out of your hair.
You could also use peroxide. Which will damage your hair.
Is is a perm. color or temporary?
