There is a suitable supplement available at the pet store called something like Kitten Milk. Get a couple of children's medicine droppers with about 10 mL/cc capacities from the regular drug store. Use this to feed them until the mother is able to do so. The kitten milk costs about $8 per can for the good stuff and should last a day or two depending on litter size. Feed 5 mL about every two hours AROUND THE CLOCK until Mom is able to assume her duties. The can must be refrigerated after opening. Microwave a small juice glass about half full for 30 seconds more or less. Test on your wrist like you would for a regular human baby to ensure the proper temperature. Clean droppers throughly of any residue between feedings with soap and hot water. Be sure to triple rinse to remove all soap residue and air dry.

Kitten milk is also a good supplement for Mom cat. Ensure she has adequate water and nutrition to produce milk. If her milk comes in, she can finish off whatever is left of the supplement.

Please, do NOT feed cow's milk to the kittens. It will cause diarrhea and they will dehydrate and possibly die before Mom can do anything.

There are several good milk replacers on the market, available in liquid or powder form (my personal favorite is called Just Born). The ready-mix liquid is more convenient. Be sure the product is engineered for kittens and that it is fresh (some have a short shelf-life). Milk replacers can be found in any pet supplies store, most veterinary clinics, and even in some variety stores. In an emergency or for the short-term, you can make up your own formula from tinned or powdered goat's milk. If the kittens seem weak, you should administer slightly warmed Pedialyte before offering the milk replacer.
While you are purchasing the milk replacer, find a good nurser. Most of these look like a baby bottle in miniature; I prefer the model with a pointy nipple. Pierce the nipple with a large-gauge needle (heated over a match) or ask the veterinarian to prepare the nurser for you. The nipple is constructed of tough stuff and is difficult to pierce; whatever you do do NOT cut the nipple with a knife or household scissors, however tempted you may be -- you may kill the kitten if you make the hole too large and flood its lungs. Feed a newborn at least every four hours or on demand. Do not overfeed. Be prepared to do night feedings. Warm the formula before feeding. DO NOT FEED REGULAR COWS MILK!!!! Any kitten, even if it seems fine, should be seen by your vet as soon as possible.

First of all,
YOU SHOULD GO TO A VET TO SEE WHAT'S WRONG
Secondly,
GET SOME REGULAR WHOLE MILK, WARM IT UP ON THE STOVE FOR ABOUT, 3 MINUTES. PUT IT INTO A BABY BOTTLE. OPEN THE KITTENS' MOUTHS, THE PUT IN THE BOTTLE, THEN, THEY SHOULD START FEEDING RIGHT AWAY.

Why the milk has not come in yet is because you need to gige the mother milk to drink.
