A social need (related to the healthcare industry anyway) would be love, interaction, compassion, understanding, personal relationships, etc. It could basically be anything that a person needs from contact with others.

a social need is when you need to be able to have a contact like a friend or someone that can help you out when you are depressed but mostly you need to have a little bit of a social life to go along with the social need

A social need is when a community need something in the area that they live in i.e fire station, police, ambulance, hospital, doctors, bus service

The basic requirements someone must have in order to function in a community (Food, shelter, companionship, law/order etc)
