Yes, in many cases you can still receive a Pell Grant even if you have a felony drug charge on your record. There are times when a felony drug conviction (note: not "charge" -- *convictions*) will make a student ineligible for federal aid. The period of time that at student is ineligible depends on the type of crime and on the number of convictions s/he has had. It works like this:

* First offense for possession of illegal drugs: you will become eligible for financial aid after 1 year from the date of the conviction
* Second offense for possession of illegal drugs: you will become eligible for financial aid after 2 years from the date of the conviction
* First offense for SALE of illegal drugs: you will become eligible for financial aid after 2 years from the date of the conviction

If you are convicted of...

(a) more than one count of SALE of drugs;
(b) more than 2 counts of possessing drugs; or
(c) BOTH selling and possessing drugs,

...then you will be ineligible for financial aid *indefinitely* UNLESS you complete a qualified rehabilitation program. It is the student's responsibility to confirm that s/he has completed the rehabilitation program and that the program meets certain criteria, so be sure to check with the school and rehab center for the details.

Pell Grants are for college and very difficult to obtain anymore. If he's looking to go to trade school, he should ask the financial aid office or counselors at that particular school about finance options.
