If your parents are friends and you are all together, find a way to be alone whether it's watching a movie, talking, taking a walk or something. If he likes you and if you aren't alone that much he'll probably take advantage of the situation and give you a sign that he's into you. you might want to give him a little sign like a sweet smile and pull your hair behind your ears with your finger. Also you can catch his attention when he's looking by looking right into his eyes and smile. If you put signals out there and if he takes the bait, then you got it made. If not then he's not in the same place you are with your feelings and can't read the signs your throwing out because he wouldn't think there is a reason to see you more than a friend. Good Luck!

You say he always has a girlfriend. Then he is not shy. You see each other every week. You do talk on those occasions even if you don't acknowledge each other during the week. There is plenty of opportunity there for him to get to know you better - there's not much more you can do. Do you have a boyfriend? It takes a big leap for someone to want to have a girlfriend who doesn't share the same friends, and you say the two of you don't share the same friends. It has nothing to do with being in the 'in' crowd, more to do with just having at least one good friend in common.
I'd date as much as I could if I were you. Try having a boyfriend but you know you can always stay in touch with this guy because of the circumstances of your parents and you sister. He will get to know you and be interested in you only when he's ready to be.

You state he always has a girlfriend and if that is the case, then he is not available. I think he would acknowledge you at minimum, with a glance at the high school when you two pass each other in the hall. If he is not doing that then he is either embarassed to be associated with you (so he isn't worth your efforts) or he has no interest outside of your time spent together when your families meet on fridays/saturdays.
If he's jumping from one girl to the next anyway, he doesn't seem like good relationship material.

Liking someone in the "In croud" when your in the "out crud" can be harsh! Try asking him about it when he is alone and away frm his friends. Or you can write a letter to him and express how you feel though words instead of talking, he will get a better understanding how you feel!

Yes, talk to him.
You'll find out after school that the "crowd" you hang out with really doesn't matter.
If you start talking to him, something may spark and who knows what will happen from there.

If he's used to girls chasing him, he probably won't come to you unless he really likes you. I wouldn't really start a relationship with a person that is so popular with the other sex... it will only lead to jealousy, fights and a heartbreak.

Try Talking to him more. See how he reacts with you giving him more attention then normal.If he likes you he should take that as a way to get closer.

You should try to spend time with him when other people arent' around that much. Maybe ask for help with something that he knows about? I'm not really sure.
