If you feel you have to lie to your partner about it, and that it would hurt them if they found out, then yes... it is cheating.

If you dont need to lie to your partner about it, or they wouldnt be concerned about it, then it isnt cheating.

In a relationship with another person, nothing is "just harmless" if one of the members involved is harmed.

It's kind of weird and I don't think it's harmless talk. In a way, I would consider it cheating. Why don't you try sex talk with your partner? Do it on the phone. It could be exciting. Are you aware that the person you are talking to may be at home doing other things while they talk to you? Or they may be in a cubical at work. They are just acting and probably laughing at you. They certainly aren't doing what you are asking them to do or what they say they are doing. You may need some help.
