They will be mixed breed dogs (mutts). You can't make a "new breed" simply by crossing two different breeds of dogs.

BTW, there are plenty of these mixes sitting in shelters. See http://search.petfinder.com/petnote/displaypet.cgi?petid=8060000 or http://search.petfinder.com/petnote/displaypet.cgi?petid=7946952

Is your sister aware of that? Perhaps she could adopt one and save its life, rather than intentionally making more mixed breed dogs..?

these will be just mutts even though starting about 60 years ago the Min Pin was introduced in breed stock to help continue the rat terrier breed. So in fact, the rat terrier itself is already part Min Pin.

A Rat Terrier crossed with a MinPin is a mutt, by every other name. Nothing but a mutt, or a mistake, depending on how many actually find permanent, loving homes and how many end up in shelters or dead.

They will be cross bred mutts. Doesn't matter what cutesy name you give it, it's still a mutt.

Why are you making more mutts? There is no shortage of them.

The cross breeds that are purebreds are going for a good price now days. I'd advertize what the breeds are and ask at least $300.00

Nope, sorry, just another "MIXED BREED" dog. And this was done intentionally?
