The dander from animals is the skin, the dust that comes off them. The same kind of dust off comes from us humans! Whether the dog shakes or not your sister will be allergic to the dander, although it will definitely make it worse buy the dog shaking or by stroking it. My girlfriend unfortunatley for her as she loves dogs is very allergic to all animals with furr. The only way to avoid the reactions completely is to aviod the animals. Antihistamines with help though, you can get them from chemists!
Get some allergy tests done to comfirm if its definately the dander she is allergic to and then you can be advised on the correct treatmeant. Speak to the doctor.

As a non medical intervention try hoovering the dog. I know this sounds bizarre but ofter dogs love it and it would suck all the dander into the vaccuum machine rather than it dropping onto the carpet or floating around in the air(provided its got one of those allergen filters). Its an easier solution than chasing around trying to hoover the entire home surfaces after the dog has shaken all over the house.

My cousins chid had an allergy to dogs too. (This was a bit of a B since her dad was a vet) Anyway, because she still wanted the companionship of a dog they bought a poodle. This is because dogs all have hair but poodles have wool - and so it does not cause the same reaction.

Dander is the excess from the coat, including scales of dried skin and hair, or feathers of various animals. It is often of an allergenic nature. It is similar to dandruff.
