You have the answer! It is the size and shape of the rod or curlers that are used. The solution is different for each hair type (hard to curl, fine, color treated...). I would strongly suggest having it done by a pro. Get referrals before you trust a stranger in some salon. You would hope to find a hairdresser that does perms regularly and not just tight curls. The process is the same regardless of the curl size. All the steps are the same. A good high quality salon should have no problem giving you the look you want. And as others have said a picture is worth a 1000 words. Also ask about short term perms. They now have ones that don't last as long so you could try them out first before the big commitment. Good luck.

Need to use bigger rods. If you go to the salon take pictures with you of the kind of waves/curls you want. It sounds like you are looking for more of a body wave perm. Talk to the sylist, show her the pictures and she'll let you know if you can achieve that look with a perm. When you talk to her, let her know what you do NOT want. Bring pictures of that too. You'll get better results if you bring pictures and ask questions. She'll tell you how your hair will turn out. And if your hair is too thick or thin for the look you are going for and make suggestions. If you are doing this yourself get the bigger rods.

It's not the perm that makes your hair wavy or frizzy, it's the size of the curlers used.
Big curlers/rollers = soft waves
tiny curlers/rollers = tight curls

There are many different types of perms, and many different types of curls. I believe they can also simply give you wavy hair. It depends on your hair type and how well your hair holds curl. Talk to a stylist.

You have to use bigger curlers. The bigger the rod, the looser the curl. As far as frizzy hair, it just may be your hair type, but there are a lot of anti frizz products out there.

It all depends on the concentration of the chemicals you use. Im sure a lose perm can be created using large curlers and a more diluted solution

yup, i have had one done with loose curls its called a body perm, but it can come out frizzy. They can use those twisty things instead of rollers which i think make it come out better.

It's the type of rods you use, look at a beauty supply store that sells to the public & they are long rods that look twisted. You wrap a long section of hair around them & they hang down instead of sitting close to the scalp like regular ones.
