Body wraps are safe as far as I know. When I had mine done, they just wrap you in cloth soaked in some sort of solution that pulls excess water and toxins out of your body. You lay wrapped in the cloth for about a half an hour (you'll probably fall asleep because it gets really hot) and when they take it off you you, it is soaking wet with all the water it soaked out of you. It's kind of gross actually. Anyway, they measure you before and after and you'll see that you do in fact lose several inches. The downside is that it is not permanent. They're perfect to get before a special occasion or vacation.

I mostly agree with what Summer said -- from what I've heard, body wraps function by removing fluid volume from tissues, thereby temporarily slimming the individual down until the body can reestablish equilibrium by movement of fluid from the vascular space back in.

Theoretically though, this could cause a situation of hypovolemia and hypotension (low blood pressure) because of water moving out of vessels to reconstitute the absent fluid in the tissues and interstitial spaces with the potential consequence of this being fainting and/or shock
