due to excess flow of blood, not only when you cry. It happens when an external particles enters eyes and also when tired. If you spend more time in front of a TV or computer , eyes become red. Take a hanky, wet it in ice cold water, close eyes and keep it on them for some time. This is the easiest remedy.
