It only becomes a problem among older children when PERMANENT TEETH comes in. Age 1-4 is still young and you still have time to help kick the habit.
If you ever decide to put any thing on her fingers like hot sauce or lemon juice (REMEMBER: they may rub their eyes & that's a hugh pain)
Put an obstacle on the child's hand. You might try a sock or glove, possibly secured with tape. You can also buy specially designed mittens, or a plastic finger-guard that makes sucking difficult.
** I once tried putting little sparkly puffed stickers on the nail of the sucking finger ( that girl loved it) and I told her if she sucks those fingers it'll get ruined. She tried reallly hard but eventually stopped doing it.
Talk to her about how it's not good for her new teeth and Provide rewards. You might mark a star on a calendar when the child goes without thumb-sucking for a day.
She may be young to understand but still talk to her...
Use a mirror to show your child the changes happening to his or her teeth or mouth shape.
Talk about the unhealthy germs that are on our hands and how the child puts the germs in his or her mouth by thumb-sucking.
Talk to your child about becoming a "big boy" or "big girl" by stopping thumb-sucking. Remind your child that he or she may be teased for continuing thumb-sucking.
You may wish to use a bandage or a bad-tasting substance such as Thum ( Found at Local Drug Stores) that is painted on the fingernail to remind your child not to suck the thumb. If the bandage or coating comes off, replace it without being critical or embarrassing your child.

I would just try and distract her, but not make a big issue about it. My 5 year old bites her nails, and whenever we mentioned it, she did it more often. So now, we don't say anything, but if we see her doing it, we will distract her by asking her a question, or asking her to come help us do something, etc... Your little one is still a baby! I really would not worry about it too much.

dip her fingers in hot sauce but then wipe off her hands and fingers. the moisture from the hot sauce will be gone but the spicy and bitter taste will still be there. do this for about a week or until you notice she doesn't put her fiingers in her mouth anymore. it really helps !!! i work at a daycare and if we get the permission from the parents to do so, thats how they stop !!!

I think if you try and make her stop she will be nervous. When you see her doing it - try to involve her in something else without telling her to stop sucking her fingers. Does she have a blanket or special toy? Try substituting those.

maybe you could find something else to occupy her. materials that requires the child to use both of her hands...
