This is called a mnemonic used to help us remember how to spell certain words in the English language. It means that, in words where i and e fall together, the GENERAL rule for order is ie, except directly following c, when it is ei. For example:
ie in words like siege, friend
ei in words like ceiling, receive
However, it must be observed that the rule has many common exceptions, for example:
ie after c: science, sufficient, agencies, financier, efficient
ei not after c: their, foreign, being, neither, weird, vein, seize

When ever you are spelling a word with and ie in you should always put them in that order. Apart from when the word has a letter c beforehand.
So ceiling would have e then i as it begins with a c but field is ie as it does not.
It only applies when it is a long sounding e so does not work with words like sleigh or weigh.
Sometimes it just does not apply at all like in words like caffeine even though that has a long sounding e.
Thinking about it is is a rather silly rule as it does not apply in lots of cases.
