wash that section of the chair with some detergent.
sometimes it's just a taste cats like (all of a sudden)
or spray some perfume there, cats hate the alcohol smell in it.

Maybe your cat likes the TEXTURE of the materal on the chair cover and the cat is simply licking off any "AFTER residues" on his/her tongue!!

I think your cat waNna clean his tongue.
but maybe.. he likes the taste,somtimes cat like a strange taste!
like my cat, he like to likc balsam (ointment)... =D
check your chair,, keep it when there is a scratched, i will make your cats tounge injury..
n dont forget make it always clean!!
