I learned to drive in Florida. I learned the traffic laws in Florida. This information applies to Florida and the laws may be different in your state.
In Florida, a parking lot is PRIVATE property...that is, UNTIL you have an accident. Then, for purposes of the law, it becomes PUBLIC property, allowing law enforcement to issue a citation if you're at fault.
It the law enforcement officer does not cite anyone, it is typically up to each party's insurance company to pay for that party's damage. The insurance company may or may not decide to try to collect from the other party's insurance company, and if a settlement cannot be reached, one insurance company may attempt to sue the other party. This is generally not profitable and is not often done.
To answer your question, if no fault is assigned, your insurance will be responsible for your damage. If fault is assigned, you can contact that person's insurance company and see if they'd be willing to settle with you directly, or you can file a claim with your insurance company, which will investigate, discover the other person is at fault, and negotiate a settlement with their company. If it's your fault, your insurance company will probably try to settle with the other party directly. They do whatever is required to pay out as little money as possible.

The answer is . . . it depends. In many jurisdictions, the police will not take a report on an accident on private property. With parking lot accidents, it's often hard to determine who's at fault, because it's one person's word against the other. Insurance companies often decide the fault is 50-50 in a parking lot situation. That happened to me.

Yes but the insurance companies battle it out not the police. Generally a parking lot is private property. So it goes to the courts and insurance companies. The police will take a report and give tickets if you have no insurance. But will generally not assign blame.

An accident is an accident. It doesn't matter where it occurs. Fault is assigned, usually by the reporting officer. Likewise, insurance will cover it, as it is just another wreck, as long as you are covered.
