Play hard to get. Don't put yourself out there for someone that doesn't appreciate how you feel about them. Or just doesn't know what place you have in his life. Be a friend to him instead of a girlfriend. Eventually, if it's meant to be, he'll come around and realize what feelings he has for you. If there's any. And then again, he just may need time to get over the last relationship. But that shouldn't be any reason for it to disturb ya'll relationship. You're also young. Just have fun, it's what you're supposed to do at your age.

Since you're 17, you chill out. He may like you, but wants to take things much slower than you obviously do. Do you enjoy spending time with him? Do you guys get along? I'm assuming you do, since you say you've been dating for 7 months now. But you guys are still in high school, you've got years and years ahead of you to find the "right guy." Finish your education, get out of school, and start on a career before worrying so much about a relationship being "real." It's real enough for you at your stage in life.

He probably really likes you but love isn't something you play with, you have to really know and it sounds like he is being mature about it b/c alot of people just say it not really knowing. Give him some time and don't pressure him. He will say it when he is ready and knows for sure!! Good Luck.

you are moving too fast for him, back off alittle and see what develops. You don't want him to tell you he loves you just because you told him do you, he may not feel that for you just yet and he is being very cautious right now.
