A lady i know has a 3 bedroomed, reasonable sized house with a large yard. she is blind. up until a few weeks ago she had 11 dogs (mostly small, the largest being her 2 labrador guide dogs). She now only has 9 due to 1 dying and another being rehomed due to him attacking the other dogs.
I still believe she has too many. most of the time they are allowed the run of the house but when they get too much, the smaller dogs have pens/cages that they get put in. The annoying thing is, i know you will say to report her, but she is friends with the local dog pound, RSPCA and police, they seem to see no wrong in what she is doing.
What else can i do?

She sounds like a 'noahs ark' owner, they can't say no and seem to have no idea of how many animals you can actually look after.
The RSPCA probably turn a blind eye because the dogs are better off there than in kennels, where they'd probably be put down. It doesn't sound ideal but rescue kennels aren't ideal either, few homes are perfect and sometimes a bit less than perfect is better than no home at all.
Ideally they'd get a walk every day. Maybe you and some mates could volunteer to help by walking once a week, or maybe the local RSPCA could drum up some volunteers to do it?

If there was a local ordinance to limit, then she would have been addressed??? usually there is a limit on animals in city setting? rural areas may be different; they may get water food etc but it is no life to be in a cage ; you could talk to her and notice that she has a lot of animals and it must be a lot of work for her; you could ask her if she needs some help in caring or finding homes that you could assist; she probably could use a friend other than 11 dogs ; she sounds like she has a big heart and now may need a big friend; communication and friendship is needed by all; perhaps this is why you are posting here???

Two dogs is more than enough, but 11, no way, that is not normal. She sounds like she could be a dog breeder. Anyway, sounds like they may be well fed and trained but are they lacking in exercise? Perhaps it's more of a moral issue and you don't have to exercise dogs in order to be regarded as cruel. My neighbour has a dog but they never take it for a walk, which I personally think is a form of cruelty but I guess the RSPCA have to draw the line somewhere.

It does sound to many but maybe she donates to the RSPCA so they turn a blind eye as she feeds them well an by what you say looks after them ,most people keep there dogs in cages as this stops them climbing or chewing there furniture an totally destroying there homes ,as long as she lets them out most of the time this should not harm them in any way .

As long as they are clean, well fed and watered, exercised what is the problem.
However if they are causing a noise disturbance or health hazard then you may have an issue.
9 dogs in a 3 bedroom house does not sound like a lot esp if they are small dogs.

if they are being looked after well there is nothing you can do, so why should you be sticking your nose into other peoples business, just because she is friends with the local pound and RSPCA, if they thought those dogs weren't being looked after they would do something about it. So why don't you find something or someone else to bother if your life is that boring. People like you do my head in !!!!!!!!!!!!!!

What right do you have to say she has too many dogs, if the RSPCA are happy, then the dogs must be healthy and well looked after, the RSPCA are obviously giving her support, so mind your own business!

You haven't actually said what she does wrong??
Many dog owners have crates they put their dog in when they are due a timeout. Dogs actually like their crates/cages, however cruel they look to humans. My dog used to have a crate & I'd leave the door open for him so he could go in & out - he would always go in there for a sleep & I tihnk he missess it when we took it away as he still often sleep where it used to be.
It doesn't sound to me like she is doing anything wrong.
What I don't understand is, how can she clean up dog poo from her garden etc if she is blind?

Check with the county/township. They usually have ordinances that specify how many pets are allowed in a residence. Does the noise bother you? then you can make complaints about it. But if you are just annoyed she has so many...just mind your own business. she takes care of the animals (many that own so many don't) she is not abusing them (putting them in their cages to calm down is actually a good training technique) so live and let live.

The authorities seem to be keeping an eye on her- it is unlikely they are really her friends, more likely they know the dangers of the situation, and are keeping her right. as long as the dogs are happy, and not being a nuisance to the neighbours, its not really a problem. I'm sure you only have good intentions, but it would seem your concerns are unnecessary. Hope this puts your mind at rest.
