Depends where you are and what law you are governed by.
In the UK it is the cutting edge that's measured. However, if you are carrying a blade less than 3 inches in length, it would still be an offence of having a bladed or sharply pointed article in a public place unless you had reasonable cause or lawful authority to carry such an article (the proof of which lies with him, as the definition of the offence states)

Every state has similar laws with small changes to them and different codes. Check with your local officer. Most states measure from the tip of the blade to the end of the blade.
