How can we prevent earthquakes ?

You cannot.
There is nothing we can do up here -- with the possible exception of exploding real powerful nuclear devices in geologic faults, which is something that is not currently being done -- that can cause an earthquake. If we don't cause them, then we cannot stop whatever we do that will cause them, can we?
If you want to go on a limb, and assume you have infinite power, well, if you could cool the center of the earth, then continental drift would stop, and earthquakes would stop.
But I'd like to see how someone could do that.

I don't think that we will ever be able to control the earth enough to prevent earthquakes, But I think that we are getting smarter about predicting when and where an earthquake may happen.
