Just keep trying. Take him out for 10-15 minutes if he doesn't go crate him and try again in 10-15 minutes. Repeat this until he goes.

And when he finally goes, you need to be right there praising lavishly, sound as silly as you can, the sillier you sound the faster it'll sink it, and also offer some really yummy treats.

You can also help him by attaching a command to going potty. When you take him outside when its not raining, repeat something like Go Potty until he starts to go. When he starts to go tell him Good boy go potty. He will start to associate Go potty with eliminating, and that can be a big help when you want him to hurry up.

Your puppy sits on a potty? That's one amazing animal. I would be congratulating the clever dog on perching on a potty, not worrying about where the potty is at the time. Have you tried getting him to sit on the toilet seat? That would solve all your problems.

Put a raincoat on him, or even a sweater will help, and carry an umbrella. You can easily make a sweater by cutting off a sleeve from one of your old ones, and making holes for his legs.
I live where it rains 110 inches per year, and a couple of mine don't like to 'go' in rain either!

Interesting...usually the sound of running water makes you go. He might just grow out of it...if he wets indoors, put him outside in the rain, then he will associate the wet rain with obviously doing something wrong.

This may sound ridiculous but have you considered standing over him with a big umbrella? My puppy hated the snow at first but then got used to it.

You need to get him used to the rain by going for a walk in the rain. Its not nice for anyone to stand out in it.My dogs have to do agility shows when its raining. In the beginning they hated it and always ran slow. After going for walks in the rain they don't mind anymore.

Don't force your puppy to wee in the rain. Let it do it's business in sunny weather. If it needs to go for a wee then use some old newspaper in some shelter and let him do his business.

He'll go when he has to go. Why do u leave him in the rain and not indoors? He'll be ill if left in the rain. Don't torture ur puppy!

Have you tried holding and umbrella over his head? That worked with my little chihuahua. Hope that helps.
