Giving a head of state a visa to visit Washington and the UN is not an indication of being either "pro" or "anti". It is simply proper grown-up behavior. If the man qualifies for the visa, which he does, and if he is not likely to commit a crime while he's in the US, which, not being stupid, he won't, then not liking him is not a reason to deny him a US visa. We need to talk to our 'enemies' far more than we need to talk to our 'friends'.

Head of states need not a visa but only a passport to enter the USA. Americans are anti-Iran but interested in its oil.
