I've never heard of an agency having anything like a contract for officers.

As a former Law Enforcement Officer in Kansas, I can tell you that I never signed any contract nor did I ever owe the state any money, or pay for any training (I was paid while training).
I know not all places are the same. It is going to depend on where you are applying and the laws in that community

Depends on where you're located. Sometimes an agency will require that you sign on for a minimum of two years or reimburse them for the cost of training invested in you. If you put yourself through an academy and later get hired by an agency you can quit whenever you want. It isn't like the military.

It may be like that at some departments, but at all the agencies I know of it's just like any other job. You can quit at anytime. There are some departments that require you to pay back time if you quit before completing their training academy.

You don't sign any contract but you will have about $3,000 spent on training by the time you get hired on somewhere.

first you have to pass the civil service exam. then you might get hired.
then you go for about 3 months bootcamp
then you go for your training as a trainee.
then you gradually work up the ranks.
some departments require a college degree.
