If they are a pair and not two of the same sex then the male will probably try to mate with the female by climbing on her back.
If you see this it is easy to see the male is the one on top. If hey are not mating then there is no anatomical diference tha can be seen from the outside and the only sure way to sex them is a get a DNA test done as surgical sexing would be too expensive and too dangerous for these litle birds.
