You spent 3 years on him, but he broke up with you and you still want him? Let him know you expect to get married or leave. If he won't make a committment, it's because he thinks someone better might come around.

Its time to go babe! you can't make it seem like u are waiting for them you are giving him too much control of the relationship... you are the other half of the relationship make yourself be heard and let him know that you will not be waiting for him to come come back!!!!
