There are several factors involved here. This is a complex question, so be patient. First, take her food up off the floor. Second, begin offering her bits of food or treats by hand. At first she will refuse it, but when she gets hungry enough, she will take it from your hand. Do not attempt to touch her yet. After a day or two, very slowly and carefully, pet her on the head as she takes the food from your hand. If she tolerates this, continue this way for another day or two. If she continues letting you pet her, put her food back down. If she still allows you to pet her, Eurika! You won. But be aware that some cats are just independent and will never be affectionate.
Once you have succeeded at this, go to Wal Mart. They have a package of 12 mice in various colors. They cost under $3..00. Cats are also picky about what they play with. My big male would not touch anything until I brought home these little mice. They are just the right size to convince him that they are really mice. He plays with them until he loses them under the sofa or appliances. Then I give him another one. It's a lot of fun. Again, be aware that she may not be playful and you may just have to accept it.

Get some really good Expensive Cat Food, or Fish, whatever the Cat really likes, and give Her only a very Small amount at a Time. Then, gradually, give the Cat a Pat just before giving the Treat. The Cat will then associate being Touched with Treats. As for making Her Playful, get a Large Radio Controlled Dump Truck, and put just a Small amount of Food in it. Once the Cat Associates it with being a Source of Food, slowly Drive the Truck away from Her. She will follow it. After awhile, You can go at a Faster Rate of Speed, and She will enjoy the Fun of Chasing it. Just don't send it toward Her.Cats are Natural Predators, and when this is Suppressed, they can become sullen and Hostile. Once you do that, Your cat will come around. Try it !

You can't make a cat do anything. You can trick them into it or encourage them to think its their idea. Cats are usually pretty self-centered. If you are the only food and water person you can call the cat by name when you put out food and water. Talk to the cat. Walk past it without trying to pick it up. Occasionally pick it up and hold it gently and then put it down. Don't chase. Offer treats out of your hand while calling the cat by name. Get a "kitty tease" from a pet store. I don't know of any cats that don't like the tease. Make eye contact and do a slow blink with both eyes. Do this several times. She might just blink back at you. Yes, you can teach and old cat new tricks but the key is patience. It may take a long time, but it can be done!

They either are affectionate or they're not. Nothing you can do. That's what people mean when they say "Cat's are so independent." Pick her up at least once a day. Also try wearing clothes with all kinds of different smells. Like outdoors, or other people's homes. Then sit on the couch, and might jump onto your lap..

One thing that is so great about cats is that they have their own personality... But you have a cat who loves only itself...
I have a cat who we couldn't touch the first 3 years of her life... she was always afraid. We think that something happened to her when she was little... But now, she has her moments that she wants to cuddle or play... We got her this far by never forcing her in doing anything...
Give her time, one day she'll come to you and she will ask for a hug!

You can't MAKE a cat do or like anything the cat doesn't want to do or like.
Some cats are very affectionate and some just aren't.
Don't try to force the cat to let you touch her, if she wants to be petted or played with let her come to you.
Take things at her pace, not yours.
