Smile and say, "Hey." That's the ice breaker if you just attended a class together ask her a question about class. If she is sitting alone at the table next to you at a coffee house ask what she recommends. When she responds listen and ask appropriate questions to draw her out. The worst thing that could happen is that she may not want to chat, that being the case move on but there is a very high probability that she will become at the least a friend. Every time you try it you will develop more confidence and more communication skill. Take a course in public speaking people enjoy talking to folks that appear to be comfortable in their own skin while talking. Be doggedly determined make a rule for yourself speak to three new people everyday male or female. You will soon find that you have a very large circle of acquaintances and even a core group of friends. You will have made progress and you will soon be comfortable chatting up members of the opposite sex. Good luck.

"Hey there honey, I'm Chuck Norris".
If in class, ask a meaningless question about the subject, notes anything thats something to do with the class. Then be sure to speak to her everyday in class, or when you see her out. Hey, it's a start!

The obvious--get to know her better first!
Are there any girls in your classes? Ask what they think of the subject, the teacher, the homework, the weather, a movie that just came out or the food in the cafeteria!

Notice something about the person. Walk up to them and say, for example: " I noticed that you usually eat lunch about noon every day. Would you mind if I joined you, or are you seeing somone right now?"

Just say Hello introduce yourself start the conversation, and then from the conversation you’ll see if she is interested or no. if she is not rejecting to have a conversation with you then try to understand her, (ho she really is…what kind of personality she has and so on).
Just kip it cool don’t try to be somebody else be yourself.

... ok, do you have any friend? start with them., let them be an instrument... do it step by step, though parang ang sagwa to think na college ka na. any way, nothing is impossible, it will be difficult at first, but all i can say is before any painter could paint, they have to start at nothing but just a plain sheet.
