Some where in the bible is a scripture about turning someone in need of help away and i cannot find it does anyone know where it would be?

"Withhold not good from them to whom it is due, when it is in the power of thine hand to do it.
Say not unto thy neighbour, Go, and come again, and to morrow I will give; when thou hast it by thee." (Ecclesiastes 3:27,28)

the only passage that I can think is in Matthew . Christ was approached by a canaanite woman who begged Christ to help her possesed daughter. Christ ignored the woman twice. The disciples asked Christ if they want them to turn her away. The canaanite woman fell on her knees and begged Christ for mercy stating that even a dog eats the crumbs that fell from the master's table. Christ then told the woman that her daughter was healed. So eventually he did help her.
