Is your question about the cause for stop or the time it took for him to stop you?

Most officers won't issue a citation unless they are absolutey sure of the violation. If you want to contest it, by all means you have the right. However, many courts have full faith in their law enf. officer's judgement and you have to present very convincing evidence in your favor.

As far as how long it took to initiate the stop. There are no rules. An officer can take as long as they want and they usually wait until it is safe to do so.

If you have the time to spare - simply go to court and say you believe you did make a full stop. Do not argue it, the judge will more then likely reduce the fine or throw it out. If the officer does not show, then generaly it is thrown out anyway.
At least anyway you will get your moneys worth cause they charge you court cost if you go or not.

Then politely pay whatever the Judge tells you to pay.
