I have to agree with body language and how it makes you feel. You didn't say what his facial expressions were when he was staring and if the staring was more looking or more of a stalker stare. You could always ask one of his friends a simple question about him like if you are into sports yourself "does Mr Eyes have a favorite team?" First of all, you will learn something about him, second his buddy will go back and say you asked that question. A friend of mine did this because a guy winked at her at work. She later bought tickets to an upcoming game and when he asked why she asked that she said she had an extra ticket and didn't have anyone to go with but wasn't sure about asking him. She hated the sport but said she was open minded and was up to trying new things.

He is either into and shy about approaching or some kind of a freak.
What is important is how you feel when he looks at you.
Does he freak you out?
or
Does he make you blush and feel good inside?
He might be trying to use humor to get your attention.
Approach him and ask him what the deal is.

Where or what exactly is he staring at? Because the eyes will show what he's thinking about.

When we staring somebody continuously, initially he/she pretend us but after some time, his/her face expression get changed and the inside of her/his comes out itself. then just by reading the face we can get it.

I say if a guy is staring at you, he's into you, whether you think he's trying to be "funny" or not....A guy staring at you means he's INTERESTED, whether he's doing it in a goofy or a serious way...so,.....You go girl! :)
