There's a product w/ salicylic acid designed to prevent and treat ingrown hairs called Tend Skin.

Lightly and gently scrubbing w/ a loofah or exfoliating sponge (ex. Buff Puff) will help loosen them.

Wear loose fitting pants or skirts and avoid stockings/pantyhose/tights for a while to stop "pressing in" the hairs.

Stop shaving for a while to allow the hair to grow out past the skin's surface.

If they don't hurt or you shave your legs they aren't ingrown hairs. Ingrown hairs don't happen much (although are a little more common in blacks). It's probably that your skin needs to be exfoliated. Use a good scrub on it then moisturize well. If yu do this regularly it will clear up.

I scrub with one of those soft plastic fluffy scrunchy things everyday. Initially though, to slough off the dead skin, use a pumice stone. Always scrub in circular motions. It works!

soak yourself in the tub filled up with warm water and enjoy the bath while you scrub your legs lightly with loofah......
scrubbing is the best way when your skin is soaked, the pores are enlarged during this course.
after the bath, wipe yourself dry and apply lotion that contains essential oil.
